The number of loans edged up by 1.3 percent from 2010, with a smaller increase in the number of visits.
Altogether people made nearly 53 million visits to city and municipal libraries, making some 98 million loans, according to Finland's Centres for Economic Development, Transport and the Environment.
Libraries acquired 2.2 million new items, an increase of 2.5 percent.
Nationally, libraries' average cost per resident was 58 euros. However there were major variations, with some municipalities spending as little as 36 euros per person and others spending up to 156 euros.
