Proposal to Prosecute All Cases of Domestic Violence

The Ministry of Justice plans to introduce legislation to better protect victims of domestic violence. Under the proposed changes, mild cases of family violence would be prosecuted even if the victim does not press charges.

Under present legislation, the victim's consent is required for the investigation and prosecution of domestic violence. However, violence against children is always prosecuted.

Minister of Justice Tuija Brax told the newspaper Helsingin Sanomat that the Ministry of Justice plans to set up a working group to prepare the legislation this week.

New Legislation Planned for Text Message Harassment

Helsingin Sanomat also reports that the Ministry of Justice is launching another legislative project in response to a recent decision by the Finnish Supreme Court. The court ruled in mid-September that sending inappropriate text messages does not constitute a disturbance of domestic peace.

The court found that the disturbance caused by a text message is linked more with the content than the sound signal.

Justice Minister Brax says that the ministry will take measures to amend the law as soon as possible.
