A policy paper published Friday by the Ministry of Employment and the Economy says that right now the number of employed people in the private sector is at the same level as before the recession of the 1990s, even though the population has grown by about 400,000.
The ministry also notes that a fall in the size of the labour force due to an aging population is a process that is only now beginning.
The policy also details conditions for granting state supports to private companies. It says that public supports should promote -- not prevent-- structural change in the economy. Priority will be given to growth companies headed for international markets.
