The dispute had been the subject of co-determination negotiations after Finavia, the civil aviation authority, announced plans that included 19 job cuts. Those cuts will not occur until at least 2018.
At that point Finavia will assess whether air traffic control can continue in two different locations. Employees based in Tampere will be offered the chance to move to Vantaa.
“To start our operational reorganisation in as humane a way as possible, we have decided to start Vantaa operations in stages,” said Finavia Senior Vice President of Air Navigation Services, Raine Luojus.
Finavia has based the decision on reforms proposed by the EU commission. The controllers' union SLSY says it will consider its options carefully, as the commission's ideas are in the very early stages.
