Trump moves to pull US from Helsinki-based hybrid centre

The decision is part of a broader push to uncouple the United States from more than 60 international organisations.

US President Donald Trump is demanding that the United States withdraw from the European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE), a security think-tank based in Helsinki.

The centre, which began operations in 2017, focuses on countering hybrid threats.

The move forms part of a broader withdrawal from multilateral engagement announced by Trump on Wednesday evening, US time. In total, the United States is set to exit 31 bodies operating under the United Nations and a further 35 international organisations, such as the CoE.

In a presidential memorandum published by the White House, Trump directed the administration to end American participation in, among others, the Intergovernmental Panel on Climate Change, the UN Framework Convention on Climate Change and the International Institute for Democracy and Electoral Assistance.

According to a statement released on Wednesday, the White House argues that these organisations no longer serve American interests, instead promoting what it describes as "radical climate policies" and "ideological programmes".

The White House also noted that "American taxpayers have spent billions on these organisations with little return".

Funding for, and cooperation with, all entities listed in the memorandum will be terminated, according to the statement.

The news concerning Hybrid CoE was first reported by SDP newspaper Demokraatti.
