The Protocol was signed in Dushanbe on October 10, 2025.
The Agreement is no longer relevant and is seldom used. The general provisions of the Agreement, which include the definitions of “a refugee” and “a displaced person,” align with the definitions provided in the legislation of the Russian Federation and are used to provide economic, social and legal guarantees for protecting the rights and legitimate interests of the aforementioned groups of persons in the territory of the Russian Federation.
